Looking through the online planning documents some of the photo's look as if they have been edited. Some others things seem odd to me but I guess if looking at the case as a whole, oddities here and there don't matter. The video for one.
Anyway the main thing that i think matters is that Camden council as landlord have been recognised as being at fault for the fire and have been heavily fined. Who started the fire and the motive seems of little consequence in the whole scheme of things -in my view.
The first news report of the Coroners hearing was by The CNJ dated 19 April 2018 HERE
I know that for me it can be confusing when reading a news story due to how its written and how one interprets its.

"Cause of blaze remains unknown ..." I take this to mean how-the-fire-was-started ie someone started it [using lighter fluid - sort of thing]
or a-spark-from-a-faulty-applicant [jumped onto nearby bundle of papers] sort of thing]
